Greater Challenges for Investors

From the perspective of the construction and real estate sector, the new GUP introduces a series of additional restrictions and requirements. This means that obtaining permits and completing projects will become more complex – and more expensive. Experts are already warning that, due to stricter rules, the price per square meter of new developments could rise in much of the city.

While this may slow down some projects, the goal of the GUP is not to halt development, but to direct it towards sustainable and high-quality solutions.

An Opportunity for a More Organized City

On the other hand, from the perspective of Zagreb’s residents, this document represents an important step toward better urban organization. For years, we have witnessed land-use changes, overbuilding, and a lack of strategic planning. The new GUP seeks to establish order, set clear boundaries, and protect public spaces as well as the city’s urban identity.

While it’s impossible to change what has already been built, the new plan can prevent future mistakes and guide development in a direction that will benefit residents in the long run.

Striking the Right Balance

The key to the plan’s success will be finding the right balance between the business interests of investors and the need for a high-quality urban life for citizens. As Croatia’s capital and economic hub, Zagreb must continue to grow and develop – but not at the expense of its distinctiveness and quality of life.

The new GUP may bring challenges, but it also opens the door to a more responsible, smarter, and more sustainable future for the city.
